CEDC News – Summer 2025

The Circular Economy Development Center (CEDC) is a program of the Colorado Department of Public Health and Environment designed and operated by Circular Colorado.

CTN collects plastic film with support from The Recycling Partnership

To increase the amount of film and flexible packaging from communities, Circular Colorado is inviting school districts across the state to join the Circular Transportation Network (CTN), a program of Circular Colorado and the CEDC. The CTN is funded in part by a grant from The Recycling Partnership to support the initiation of a collection system to collect, consolidate and recycle film and flexible packaging.

Plastic film and flexible packaging includes items like grocery, produce, newspaper and dry-cleaning bags, plastic mailers and bubble wrap. Check out our guide for school districts to get started. Schools will help keep valuable materials out of landfills and support local manufacturers who turn this waste into new, useful products. It’s a simple way to make a big difference—and it’s completely free to participate.

Enstrom takes the lead with first CTN pickup in Grand Junction

Grand Junction’s first Circular Transportation Network (CTN) pickup took place in June, as covered by an article from The Daily Sentinel. In partnership with the Grand Junction Business Incubator Center (BIC), B. Kirkland Trucking on behalf of the CTN picked up a significant load of plastic film from Enstrom Candies storage space.

“At Enstrom, we care deeply about our community and future generations,” said Enstrom Co-Owner Doug Simons, Jr. “We’re proud to be a part of this effort to reduce waste and make our community a better place to live and do business.”

Many thanks to all the supportive local media who helped promote the event: The Daily Sentinel, KKCO, KJCT and Western Slope Now.

How Colorado became a circular economy model

Circular Colorado presented at Circularity, the leading circular economy conference coordinated by Trellis that took place April 29 to May 1 at the Colorado Convention Center in Denver.

Laurie Johnson, the Director of the CEDC and Circular Colorado’s founder and CEO, led a workshop titled “Lessons from Colorado: A Proven Model for Advancing the Circular Economy.” The interactive session unpacked how Colorado is turning bold circularity ambitions into tangible outcomes and highlighted companies with circular business models, the role of a neutral, third party like the CEDC in bringing stakeholders together, and frameworks for implementing circular solutions that can be replicated by other states and regions.
